    in first example see the alpha hydrogen more the alpha hydrogen more the hyperconjugation more will be the stability of carbocation. in second example, if the ring size is less then there would be more%s character and more the s character more will be the electronegative and less the stability of cation hence stability of carbocation decrease as ring size decrease.

    carbocation is sp2 hybridised ..so bond angle should be 120°. so in case of smaller ring there is angle strain..so larger the ring larger is the stability as angle strain becomes less
