    This is an exceptional order H3PO3>H3PO2>H3P04.. you have to keep in mind this exception as not suitable explanation of this order is available

    Oxidation state: Higher the oxidation state greater the acidity so order would be H3PO4>H3PO3>H3PO2. Cross Resonance: greater the number of competing hydroxyl groups in the conjugate base lower is it's stability. So order would be H3PO2>H3PO3>H3PO4. It's a subtle interplay of these two that results in the given order
