    II >I after decarboxylation, carbanion is formed so here we will check stability of carbanion. In the 1st case carbanion have less tendancy to resonate will C=O according to bridts rule because here bridge double is formed. while in case 2nd these is fused bicyclic ring so double bond can exist. so rate will be high in case of II
