As per the previous year cut-off, we can't predict opening and closing rank of IITs. You can refer previous year cut offs for more information.

If you are General Category then it seems very difficult. Almost negligible chances. If you are OBC then IITs would be very tough even CCMN college would be tough but you should apply for CCMN - NIT Rourkela & IISET Shibpur. There can be a chance there. If you have SC Category then may be possibility of IIT but that too very slim chances. CCMN could be a possibility. If you have ST Category then IITs can be a possibility. CCMN seems more possible. There you can apply Surely & selection would be on the basis of Interview. Rank seems irrelevant here. It's just for the purpose of sorting people for interview.

Yes you can apply for IISER as per your Rank & wait if they call you for the Interview. If they do then go for it. They usually call for Interview based on how many have applied & ranks relating to them.
