    glacial tillite will be the answer as it is lower most part of gondwanaland and it should be every continent to corelate with.

    Pennsylvania coal beds are situated in North America which wasn't a part of Gondwana. Gondwana landmass consisted of India, Africa, South America, Australia, Madagascar etc. so Gondwana type of sediments can be found in countries associated with Gondwana landmass only. At the base of Gondwana deposit, glacial sediments (also known as glacial tillites), are found worldwide (in Gondwana landmass countries). So, you can consider glacial tillites as a part of Gondwana deposit occuring at the base.
