    In order to write the Phosphorus electron configuration we first need to know the number of electrons for the P atom (there are 15 electrons). When we write the configuration we'll put all 15 electrons in orbitals around the nucleus of the Phosphorus atom. In writing the electron configuration for Phosphorus the first two electrons will go in the 1s orbital. Since 1s can only hold two electrons the next 2 electrons for Phosphorous go in the 2s orbital. The next six electrons will go in the 2p orbital. The p orbital can hold up to six electrons. We'll put six in the 2p orbital and then put the next two electrons in the 3s. Since the 3s if now full we'll move to the 3p where we'll place the remaining three electrons. Therefore the Phosphorus electron configuration will be 1s22s22p63s23p3.

    3d orbital will come into role after potassium (atomic number=20) hence any option containing 3d orbital will be removed. now among remaining two option , always remember, half filled and full filled configurations are more stable. hence Option B is correct.

    ans b is correct because in this configuration s is completely filled which is stable and p is half filled which also show stability.Its a rule that half or full filled orbits are most stable then others.
