Inner core is surely more rigid than lower mantle because of the extreme pressure conditions ranging in 250-350 GPa, which is itself explanatory about the solid nature of the inner core. But the velocity of seismic wave(probably here I'm talking about p wave) is less than that of lower mantle(velocity in lower mantle reaches upto 13 km/s while it drops down to 11km/s in inner core.

The inner core is more rigid than lower mantle and has lower seismic velocities than lower mantle. GREEN LINE IS VELOCITY. RED LINE IS DENSITY.
