    Option C is correct Due to presence of cyclopropane ring in A and C here NGP takes place similar as case like alkene...so more stabilisation than B. https://youtu.be/4_9d0W2_zvo check this video

    option B. here NGP takes place in B So solvolysis will be fastest. in case of A and C, there is more steric repulsion in A as compared to C so A has more solvolysis rate than C
