    why option D can't be answer ??

Thermal conductivity is property of bulk materials and Since temperature DIFFERENCE is not a bulk property, is does not affect the thermal conductivity. The AVERAGE temperature of the material will have an effect on the conductivity, since it affects the temperature at each point, and therefore the thermal conductivity at each point.
