    Partial double bonds are caused by resonance in a structure, which is the transfer of π electrons (those which form the second bond in a double bond) from one site to another. The reason they are ‘partial’ is because the structure can resonate, or flip, between two or more conformations. Of these conformations, at least one will feature a double bond between the two atoms of interest and at least one will feature a single bond.

    yes dear student...as you know due to resonance here partial double bond character develops...so it is difficult to break C=O bonds...
