Most temperature scales have a zero temperature choosen by the person who invented it. It’s a human choice. But you can not cool as much as you want. There is a physical limit below you can not go. Temperature scales which start with zero at this temperature like the "Kelvin scale" are called absolute temperatures. In most physical laws you need this kind of temperatures to make the formules work. The absolute lowest temperature that can exist is –273 °C or –459°F This is a physical value and not choosen by humans.
