The discrete energy levels arise because electrons are bound to the atom, and thus have a wave function that must asymptotically go to zero at large distances from the nucleus. This leads to discrete solutions (rather than a continuous range of solutions) for the same reason that musical instruments create specific frequencies (notes)—the vibrating element (e.g., strings, skin) is not free to vibrate at its ends (periphery). In quantum mechanics, energy is proportional to frequency. In addition, the value of the wave function must get back to the same number as you follow the wave function around any orbit. This too leads to discrete, rather than a continuous range of solutions. The shells arise because no two electrons can be in the same state. This means that you eventually run out of states that have a particular energy and have to fill a state with the next higher energy.

It means the atom has an energy level that can be one of a distinct number of levels. it can not be between these levels. This is like a car have discrete gears. it can be in neutral, reverse, first, second etc, but not in between these gears
