What will happen with lac operon if the cap does not bind with cap binding site and the repressor does not bind also?

What will happen with lac operon if the CAP does not bind with CAP Binding site and the repressor does not bind also?

    No cap binding: do not allow polymarase to bind so no expression. No repressor binding: continuous expression. But when both same time no expression of lac gene.

    sir in book it is said basic level of transcription will occur, what is the meaning of the basic level?

    its basal level, means very less transcription. but when cap binding not occurs it will lead to no expression.
