    In option 3, stable carbocation can be formed. So, it will follow SN1, where conc of nucleophile has no effect. Option 2, and 4 gives primary carbocation which is unstable so Sn2 mech will be followed, hence conc of nucleophile if increased will also increase the rate. Option 1 gives both sn1 and sn2, but sn1 is probably favoured in this case, as carbocation (2°), is substantially stable. So, correct ans is option b.
