    No, cl does not get deposited on pt electrode Rather H2 and cl2 gas is evolved. Yes it is spontaneous process

    in case of hydrogen electrode does it have some reduction potential?

    if it is standard hydrogen electrode then reduction potential is negligible that it is almost zero
