Co3+ is a better oxidising agent and converts itself into Co2+ in aqueous solution easily. Remember that oxidising/reducing character is generally based on electrode potential values which is determined for reactions in water (refer activity series). Electrode potential of Co2+(aq) + 2e- → Co(s) is -0.28 V and of Co3+(aq) + e- → Co2+(aq) is +1.81 V, fairly good value for Co3+. Also these metal ions are present as aqua-complexes in water.
