    To remedy the situation, the government has therefore introduced a bill in the parliament on 25th May 1990 to provide for: 
    a) Meaningful three-tier participation of workers in management in all industrial establishments  
    b) Formulation of scheme specifying criteria regarding the nomination of representatives from workers. 
    c) The principle of a secret ballot for determining the representation of workers on the shop floor and establishment level councils.  
    d) Rules for monitoring the scheme. 
    e) Deletion of Section 3 of the Industrial Disputes Act 1947 
    f) Rules for the appointment of an inspector. 
    g) Imprisonment up to 2 years or a fine up to Rs 20000 or both for contravention of the provisions.
