It is a balance. Technically, bonding, non-bonding, and anti-bonding are just descriptions of what we observe that happens at various energy levels for molecular orbitals. Orbitals, like energy and matter, cannot be created or destroyed. So, when atomic orbitals combine to form molecular orbitals, there are the same number. For every orbital that is reduced in energy, one is increased, to keep the overall potential energy the same. When atomic orbitals combine, one needs to be lower in energy for stability.

Formation of bonding MO & antibonding MO is based on theory on which molecular orbital theory is based. It considers orbital as eletronic wave.

When wave interfere it underdo either constructive or destructive interference. We don't know. It depends on phase of the wave. So Here comes probability. We take both as an extreme case.
