    See here it is talking about oxidising agent means the element itself undergoes self reduction...as down the group the heavier elements oxidation state is more stable...so it resis...

    Higher oxidation states of heavier members of group 6 of transition series are more stable. Cr(VI) is strongest oxidising agent in acidic medium
