    If we take the water as a solvent then there is not possibility of ring expansion because three member cyclopropane ring is not formed. while in case of NaOEt media, there is the possibility to form cyclopropana ring so due to strain it can break to give rearrange product

    Ring expansion occur in presence of sodium ethoxide base and ethanol solvent to form beta -chloropyridine as major product and second one is simply riemer tiemann reaction of pyrrole. Check this mechanism👇

    solvent water is there in 2nd case so it leads to pyrrole 2 aldehyde... In first case ethanol solvent is present so ring expansion occur with strong base.. As there is two way for proceed...so characteristically the base and solvent decides which path is favourable

    As here both Naoh and naoet is strong base only solvent changes here
