    Because in case of basicity order of alkyl amine, three factors combined works i.e., Inductive, steric effect and hydration energy. As the size increases, steric factor increase gradually and if alkyl group is t- butyl then only steric effect works

    Inductive effect dominances for ethyl group than methyl group..so 3° comes for ethyl than methyl...These are experimental evidences for basicity...so you have to keep in mind these things
