Why in this 2 position alfa h is not count ...?

    because free radical involved in resonance .. check it

    so why in iv ...there is 10 alpha H atom counting the alpha atom of alkene also

    don't be confused .. you are checking alpha H from alkene, but here we are checking stability of free radical so check the factors which stabilised free radical

    because we count Alpha H atoms on alpha carbon (nearest Carbon) atom which must be SP3 hybridised. here showing carbon atom is beta so not included in alpha H counting
