minerals having high refractive index means it show a property known as total internal reflection in which light is kept inside the crystal and reflected that's why diamond show a great sparkling effect because of its high refractive index. The intensity of the luster depends upon the amount of light reflected from the surface, which is generally related to the refractive index of the mineral. Color usually doesn't have an effect on the luster.

MINERALS having high refractive index means it has more capability of playing with light in its internal atomic structure so can show the light different directions and thus producing brilliant lustre.
