What type of attenuation are you talking about? Can you be little more clear about what context you are talking about? In emt waves, or in radiation or something else?

    both

i mean why non METALS cannot or alloys also, metalloids

the main attenuating phenomenon is production of charges inside metals. which does not happen in non conductors.

when emt waves falls on good conductor, light separates into two parts, the reflected light and the transmitted component. transmitted component attenuates as it try to creates current inside metals. this thing does not occur in non conductors. For mathematical calculations and deeper equations you may use Griffith's book chapter 9.
