    Cyclooctatetraene has 4n pi electrons (8 pi electrons). This would make it anti aromatic. Anti aromatic compounds are essentially diradicals and so are severely unstable, to avoid this instability cyclooctatetraene twists into a non-planar structure to become non aromatic. The dianion has 10 π-electrons while dianion has 6 π - electrons Since this fulfills the 4n+2 criterion, it adopts a planar conformation to enjoy aromatic stabilisation.
