    This is a bit tricky question as people solve it from the perspective that R has + I effect. I will solve it in another way. Consider PH3+~G and PR3+~G where G is a group. P+ is very unstable as + charge on electronegative atom is unstable. C>H in electronegativity. 1]So P+ in PH3+ will gain more partial negative charge than that in PR3+. That means + charge on PH3+ is more dispersed. More unstable a P+ atom is more more will it attract electrons from the neighbouring atom to stabilize itself. That means more will it have - I effect. PR3+ is less stable as it has more + charge than PH3+ from 1]. So PR3+>PH3+ in -I effect.
