See in order to check aromaticity. First & foremost condition is that the compound must be planar. Your ist Compound is planar & has 8 pi eletron. So it is aromatic. But your 2nd Compound cyclooctatetraene is non -planar. Hence aromatic , non-aromatic is ruled out. See the structure of cyclooctatetraene

Huckel rule is applicable only if Compound is planar.

mainly COT is present in tub shaped....so it is non aromatic
